ADNOC L&S and TA’ZIZ Partner to Launch UAE’s First Dedicated Chemicals Port in Ruwais
ADNOC Logistics & Services PLCand TA’ZIZ have announced a groundbreaking 50-year agreement to establish the UAE’s first dedicated chemicals port at the TA’ZIZ Industrial Chemicals Zone in Al Ruwais. This strategic collaboration marks a significant milestone in the UAE’s industrial and chemical sectors, positioning the nation as a leading hub for chemicals production and exports in the region. Under the agreement, ADNOC L&S will be responsible for building, owning, and operating the port, while TA’ZIZ will utilize the facility to efficiently export a wide range of chemicals and their derivatives, meeting the growing global demand.
Valued at over $300 million, the port is set to become a cornerstone of the UAE’s chemicals logistics infrastructure. Construction is scheduled for completion by the fourth quarter of 2026. Once operational, the port is projected to generate more than $1.3 billion in revenue for ADNOC L&S over the first 27 years of operation. This venture is a key element of the UAE’s broader industrial strategy, supporting both domestic and international trade while contributing significantly to economic growth.
TA’ZIZ, which is developing the UAE’s first integrated chemicals ecosystem, is on track to produce 4.7 million tons per annum (MTPA) of chemicals by the end of 2028. This production will include methanol, low-carbon ammonia, caustic soda, ethylene dichloride (EDC), vinyl chloride monomer (VCM), and polyvinyl chloride (PVC). The dedicated chemicals port will play a critical role in facilitating the efficient export of these products, enabling TA’ZIZ to meet global market needs while maintaining operational excellence.
Strategic Significance and Economic Impact
Captain Abdulkareem Al Masabi, CEO of ADNOC L&S, emphasized the strategic importance of this agreement. “This partnership to establish the first-of-its-kind dedicated chemicals port provides ADNOC L&S with long-term, predictable revenue streams while supporting the growth of TA’ZIZ’s chemicals ecosystem. The project showcases our ability to expand into high-growth sectors, deliver sustainable value to our shareholders, and advance the UAE’s industrial ambitions.”
The project is not just a commercial venture but a strategic step toward enhancing the UAE’s industrial capabilities. By supporting the country’s growing chemical industry, the port will strengthen supply chain efficiencies, optimize logistics, and reduce operational bottlenecks for producers operating within the TA’ZIZ ecosystem. In doing so, it will position the UAE as a globally competitive player in the chemicals sector, with infrastructure designed to support large-scale production and international exports.
TA’ZIZ itself is a cornerstone of ADNOC’s vision to develop a robust chemical value chain in the UAE. By fostering industrial growth and diversification, TA’ZIZ is expected to contribute billions of dollars to the national economy and create thousands of employment opportunities across multiple sectors. The industrial zone aims to unlock hundreds of new end-products that will serve critical industries such as construction, agriculture, healthcare, and more, helping the UAE reduce dependency on imports and stimulate domestic manufacturing.
Global Reach and Operational Efficiency
Mashal Al-Kindi, CEO of TA’ZIZ, highlighted the strategic geographic advantages of the port. “TA’ZIZ is strategically located near fast-growth markets in Asia and Africa. This dedicated chemicals port will enable us to export our products efficiently and at scale, supporting the UAE’s ambition to establish a world-class chemicals industry. Partnering with ADNOC L&S on this project ensures that the port is built, operated, and scaled to deliver reliable logistics services and create value for TA’ZIZ.”
The new port is designed to integrate seamlessly with the broader TA’ZIZ ecosystem, which includes centralized utilities, a tank terminal, feedstock pipelines, and shared infrastructure such as roads, emergency response services, health and safety systems, and crisis management protocols. By leveraging these centralized services, chemical producers can achieve greater operational efficiencies, reduce costs, and enhance safety and sustainability across their operations.
Sustainability and Future Growth
The dedicated chemicals port is also aligned with the UAE’s commitment to sustainable industrial development. By centralizing chemical exports and integrating logistics infrastructure, the project aims to reduce environmental impact, streamline operations, and enhance resource efficiency. Additionally, TA’ZIZ’s production of low-carbon ammonia and other sustainable chemical products aligns with global efforts to decarbonize industrial processes and support the transition to greener energy and materials.
The port will not only facilitate exports but also serve as a catalyst for further industrial growth. Its establishment is expected to attract additional investments in the chemicals sector, promote downstream manufacturing, and encourage innovation in chemical production, storage, and logistics. Over the long term, the facility is anticipated to drive economic diversification, create new job opportunities, and contribute to the UAE’s ambition to become a global hub for advanced chemical products and technologies.
Collaborative Model for Industrial Success
The partnership between ADNOC L&S and TA’ZIZ exemplifies a collaborative model for industrial success. By combining ADNOC L&S’s expertise in logistics and port operations with TA’ZIZ’s integrated chemical production capabilities, the project ensures operational reliability, commercial viability, and scalability. This model demonstrates how strategic collaboration between state-backed entities can unlock new economic opportunities and support sustainable industrial ecosystems.
As construction progresses toward its 2026 completion, the dedicated chemicals port in Al Ruwais is expected to become a benchmark for modern industrial infrastructure in the UAE. The facility will not only serve as a logistics hub for TA’ZIZ’s chemical exports but also support the broader industrial zone’s ambition to attract regional and international investments. With its state-of-the-art design, strategic location, and operational efficiency, the port is poised to strengthen the UAE’s position as a leading chemicals exporter while supporting the nation’s economic diversification and industrial growth objectives.
In summary, the ADNOC L&S and TA’ZIZ partnership represents a transformative step for the UAE’s chemical industry. Through the development of the country’s first dedicated chemicals port, the project reinforces the UAE’s vision of building a world-scale chemicals ecosystem that drives economic growth, supports sustainable development, and delivers long-term value for shareholders, workers, and the wider community. The combination of strategic investment, operational excellence, and industrial foresight positions this initiative as a model for future industrial and economic projects in the UAE and beyond.
