GZA GeoEnvironmental, Inc. (GZA), a leading multidisciplinary consulting firm specializing in geotechnical, environmental, ecological, water, and construction management services, has congratulated Maine Maritime Academy (MMA) on the successful opening of the first phase of its upgraded waterfront facility, marking the arrival of the National Security Multi-Mission Vessel (NSMV) State of Maine.
The vessel officially arrived at the Academy on Sunday, representing the culmination of four years of planning, design, and construction. GZA worked closely with MMA and project partners from the initial assessment of the existing pier through the design, permitting, and construction of a modern waterfront facility tailored to support the academy’s next-generation training vessel.
The project included the design of a specialized pier and mooring dolphin system capable of accommodating Maine’s significant tidal range, improving resilience against coastal storms, and meeting the vessel’s unique operational and mooring requirements. Additional water-dependent infrastructure was also developed as part of the first phase.
The NSMV State of Maine is a state-of-the-art training ship designed to significantly enhance maritime education at Maine Maritime Academy. Built specifically for training, the vessel features a dedicated training bridge, navigation laboratory, two full-sized engine rooms, eight classrooms, laboratory facilities, an auditorium, and a helipad. Replacing the academy’s previous training vessel retired in 2024, it expands onboard training capacity from 245 cadets to approximately 600.
Beyond its educational role, the vessel also serves as part of the National Defense Reserve Fleet. One of five National Security Multi-Mission Vessels, it is equipped to support federal disaster relief operations with onboard hospital facilities, helicopter landing capabilities, roll-on/roll-off access, container storage, and accommodations for up to 1,000 people during emergency response missions.
Commenting on the milestone, Patrick Sheehan, President and CEO of GZA, said the vessel’s arrival marks an exciting achievement for Maine Maritime Academy and highlights the dedication of everyone involved in delivering the project. He also recognized Associate Principal Cheryl Coviello and the GZA project team for their commitment in helping bring the transformative waterfront development to completion.
Construction will continue with Phases 2 and 3, which are expected to be completed by mid-2027. The remaining work includes demolishing and rebuilding the existing timber pier, constructing a new bulkhead and concrete retaining wall, installing new floating docks and a floating breakwater, and upgrading mechanical, electrical, and plumbing systems. Existing mooring and breasting platforms will be refurbished, while maintenance dredging of the inner boat basin will further enhance the facility’s long-term operational capabilities.
The project is being delivered through a collaborative effort involving GZA and its partners, including Haley Ward, Inc., RMF Engineering, Colliers Project Leaders, serving as the owner’s representative, and Reed & Reed, Inc. of Woolwich, Maine, acting as the general contractor. Together, the team is creating a modern, resilient waterfront that will support advanced maritime training and strengthen the nation’s emergency response capabilities for years to come.
