A New Opportunity to Shape Heathrow Around Consumer Needs

Heathrow Expansion Must Deliver Value for Passengers and the UK Economy

Aviation is a vital driver of the UK economy, supporting millions of jobs, connecting businesses to global markets, and enabling international trade. Around one in ten people across the UK are linked to the aviation sector, while Heathrow handles more than a quarter of the country’s exports by value, including automotive components, electronics, pharmaceuticals, and food products. As the UK’s only hub airport and largest cargo gateway, Heathrow plays a crucial role in maintaining the nation’s global competitiveness.

The UK Government’s decision to advance an updated Heathrow Expansion National Policy Statement marks an important milestone in the long-running expansion debate. However, industry leaders argue that expansion must be supported by regulatory reforms to ensure the project remains affordable and delivers long-term benefits for passengers, airlines, and businesses.

Concerns have been raised over the projected cost of Heathrow’s expansion, which could exceed £100 billion over the next 25 years under current plans. Without changes to the existing regulatory framework, these costs could result in passengers paying significantly higher airport charges, increasing the overall cost of air travel. Industry stakeholders believe passenger charges should remain close to current levels while encouraging efficient infrastructure development.

Airlines and business groups are calling for reforms that introduce greater competition and stronger regulatory oversight at Heathrow. They argue that increased competition would encourage innovation, reduce costs, and distribute project risks more effectively, while independent oversight would improve transparency and accountability throughout the expansion process.

The industry is also urging the UK Civil Aviation Authority (CAA) to implement measures that protect consumers by capping passenger charges and ensuring developers—not passengers—bear responsibility for project cost overruns. Such reforms, supporters say, would help deliver a third runway on schedule while avoiding the cost escalations experienced by other major UK infrastructure projects.

Stakeholders emphasize that successful Heathrow expansion will require close collaboration between the Government, the CAA, airlines, and airport operators. A balanced approach focused on affordability, competition, and effective governance is viewed as essential for delivering a modern hub airport that strengthens the UK’s global connectivity, supports economic growth, creates long-term employment opportunities, and enhances passenger choice.
